were not sufficiently active in furthering their
interests. In these circumstances he thought that the proposed meeting with the Imperial Guild would probably
have a very useful effect.
It was agreed that if possible it is very desirable to carry the support of the people who have
actually to carry out the regulations, and with a view
to meeting the wishes of the local Guilds as far as
possible their main objection to the regulations as set
out in their letter of the 12th of March, were examined
in turn:-
(a) The obligation imposed on the master by
regulation No.1 to resist piratical attacks
to the utmost.
Sir G.Grindle suggested that this might be
modified to read "So far as practicable in the circum-
stances". Mr.Waterlow agreed that some such modification.
might well be made. He suggested that if this regulation
were removed from its rather striking position in the
forefront of the regulations, and inserted in a modified
form after the regulations dealing with the structural
measures of defence, it might be deprived of its present
rather antagonising psychological effect.
(b) The Guilds objection to the carrying of arms
and armed guards.
Sir J.Jamieson and Major King were both in
sympathy with the Guild's objections, but it was the
general feeling of the Conference that these requirements
ought not to be dropped, as the absence of means of active
defence would be a direct incentive to piratical attacks.
